The Resolution of the State Committee on Property (registered with the Ministry of Justice on 13.01.2012. N 2314) invalidates the Temporary Regulation on Auction Sale of Land Parcels to   Lifetime Ownership with Hereditary Succession (N 119 от 26.01.1995) and establishes the Regulation on the Order and Procedure of Open Auction Sale of Lifetime Ownership Right  with Hereditary Succession to Land Parcels for Private Housing Construction (or farming activity).
According to the approved Regulation open auction trades for sale of titles to land parcels may be participated on equal basis by citizens of the Republic of Uzbekistan; persons permanently residing in the Republic of Uzbekistan and possessing  a residence permit; foreign legal entities; foreign citizens being employees of the diplomatic corps registered in Uzbekistan;  mass media representatives; employees of permanent representative offices, companies, firms and international organizations; persons permanently engaged at joint-stock companies.  
From now on the initiator of the action  trades shall be a real estate company (earlier the State Committee on Property, its territorial departments and the Republican Real Estate Exchange on the instructions of the State Committee on Property).
A regional department of the State Committee on Property or the State Committee on Property of Karakalpakstan (hereinafter referred to as regional department) shall place an announcement on sale of the title to land parcels on its web-site no later than 30 days before the trades (earlier the announcement was to be published in press and special information sheets no later than 3 weeks before the trades). The real estate company shall publish the announcement in one republican and one regional print media and on its web-site. The real estate company shall also agree a security deposit with applicants in the amount of no less than 15% of the start price of the title to the land parcel (earlier the security deposit amounted at 10%); then register the applications for participation in the trades. Reception of applications shall be terminated at 6.00 p.m. the day preceding the trades date (earlier 3 days before the trades). Then the real estate company shall issue participation tickets on the day of trades but before the commencement of the trades.
A participant of the auction may withdraw the application by submitting a written notification to the real estate company 1 hour prior to commencement of the auction. In this case the real estate company is obliged to return the deposit within a term not exceeding 5 days from the moment the participant specifies the number of its bank account.
The auction shall be conducted by the auctioneer assigned by the real estate company. The first bid shall be established by the auction commission at no less than 10% of start price of the title to the land parcel.
No later than 20 days from signing the deed on the results of the auction trades (earlier - no later than 10 days) the hokimiyat, the real estate company and the winner of the trades shall conclude a contract for enforcement of the title to the land parcel prepared by the real estate company which shall be registered by the regional department. Prior to conclusion of the contract the winner must transfer 15% of the price specified in the deed to the bank account of the real estate company. If the winner refuses to sign the deed or the contract, he will not recover the security deposit. The real estate company shall, within 5 days from the date of signing the deed or the contract, transfer the deposit less costs of the services rendered to the secondary special-purposed bank account of the regional department.
Payment under the contract on sale of the title to the land parcel shall be effected upon registration of the contract to the bank account of the regional department in the following manner:
Under 1 000 000 UZS within 15 days;
From 1 000 000 to 3 000 000 UZS within 30 days;
Above 3 000 000 UZS within 60 days.
The real estate company shall transfer the deposit less the costs of the services rendered to the account of the regional department within 5 days after registration of the contract.
Within 10 days after written confirmation of full payment by the regional department the hokimiyat shall issue a State Order ascertaining the lifetime ownership right  with hereditary succession to the land parcel to the purchaser.  
Unwinning and failing to appear trades participants shall recover their deposit amounts within 5 days from application to the real estate company and specification of their bank accounts.
In the event the auction trade is acknowledged as failed or the winner fails to sign the deed or the contract or to pay the amount the real estate company shall organize the auction trade recurrently.
