Azizov & Partners is a full service law firm with expertise in a wide variety of areas including: corporate and commercial; energy; finance; intellectual property/technology; regulatory and administrative law; natural resources; taxation; telecoms, international trade and litigation.  The firm was established as an independent practice on 1 January 2002 on the base of Gouldens Central Asia.  Gouldens was one of the first foreign law firms to be involved in Uzbekistan as a result of being appointed in early 1994 as special legal advisor to the Committee on Economic Reform and Budgetary Policy of the Supreme Soviet under the TACIS Programme of the EU.  Gouldens Central Asia Limited was granted its licence to practice Uzbek law in the summer of 1995 and became the first accredited foreign law firm in Tashkent. The firm developed close working relationships with the Central Bank and the Ministry of Finance by whom it was appointed special advisor on international financial law in 1997. Since then international clients of the firm included: Central Asian Investment Company, Central Asian American Enterprise Fund, Standards Bank, EBRD, ECGD, Hitachi, Kalo Holdings, Laing/Alarko, Taylor Woodrow, Marubeni, Motorola, Nokia, Nortel, UDV and other companies. The firm also acted for international law firms: Ashursts, Dewey & LeBoeuf LLP, Linklaters and Salans.

The office has a professional staff of four, with three qualified advocates speaking fluent Russian, English and Uzbek.

Ilkhom Azizov is a former Research Fellow in the Consulting Centre of the Uzbek Academy of Sciences.  He holds an LLM degree from the Northwestern University School of Law from which he graduated in 1993, prior to which he studied comparative law at the Institute for State and Law of the Russian Academy of Sciences.  He is a graduate of the Law Faculty of Tashkent State University, as are Leonid Khvan and Aziz Aripdjanov.

Aziz Aripdjanov studied in London under the Chancellors Programme in 1996/97. He is former chief-editor and administrative director of the Directory of Advocates of the city of Tashkent first publication of which was made in 2004. Aziz Aripdjanov has a number of publications on commercial legal entities and legal profession and ethics published in Uk and Uzbekistan in 2002-2006.

Petros Tsakanyan has acquired his law diploma from the Law faculty of the National University of Uzbekistan in 2004. He has work experience with the state bodies. Before joining Azizov & Partners in 2006, he worked in the Legal Department of the Ministry of Foreign Economic Relations, Investments and Trade of the Republic of Uzbekistan. Petros Tsakanyan has experience in various areas of commercial law. He speaks fluent Russian and moderate English and Uzbek.

Leonid Khvan holds a research degree of Candidate of Juridical Sciences. He is a former post-graduate student of the Institute of Legislation and Comparative Law of the Government of Russian Federation, from which he graduated in 1990.  Leonid Khvan is a member of the Association of Tax Law of Russia and of the Council of Experts of the Uzbek Republican Taxation Committee. Leonid Khvan’s current status of an advocate was not confirmed by the Ministry of Justice, although his perpetual license was not revoked. In the firm he currently holds a position of assistant lawyer.

Published works by Ilkhom Azizov include "Uzbek Advocacy: Development in Reforms" published in 2002, and other articles including contribution to the "Law in Transition" published by the European Bank of Reconstruction and Development in conjunction with the Annual Meeting held in Tashkent in May 2003. Leonid Khvan is author of the Tax Law Textbook for Students published in 2001 and is co-author of the electronic legal database "KODEX-Legislation of the Republic of Uzbekistan on Citizenship and Passport regime” issued in 2002 and of the Commentary to the Civil Code of the Republic of Uzbekistan (Chapters on Lease and Franchising).  Leonid is co-author of the textbook on Legal Practice of Corporate Counselling (2006) and is author of the course of lectures on Administrative Law (2009). He has also written numerous articles on Administrative, Tax, Civil Law; Intellectual Property and Internet Law published in Russia, UK, Korea, Turkmenistan and Uzbekistan.  

The office  is fully computerized and accessible through the internet.  The office maintains legal and business databases providing ready access to legislation and maintains close relations with regulatory bodies in order to be able to discuss the interpretation and implementation of laws and other regulations within their competence.
